What Does SMSTS Stand For?

SMSTS stands for Site Management Safety Training Scheme. The CITB SMSTS course is a five-day Site Safety Plus qualification aimed at site managers, project managers, agents, and anyone responsible for planning, organising and controlling health and safety across a whole site or multiple teams.

The course covers the full legislative framework for construction site safety, including the Health and Safety at Work Act, CDM Regulations, risk assessments and method statements, alongside specific hazard areas like working at height, confined spaces and fire prevention. It's assessed through a written and multiple-choice exam, and the resulting certificate is valid for five years.

What Does SSSTS Stand For?

SSSTS stands for Site Supervisors' Safety Training Scheme. The CITB SSSTS course is a shorter, two-day Site Safety Plus qualification aimed at first-line supervisors, foremen and team leaders responsible for a smaller team or a specific area of work, rather than the whole site.

It covers the same core legal and safety principles as SMSTS, but at a level suited to day-to-day supervision: understanding how health and safety law applies to a supervisory role, identifying and managing risk on site, running toolbox talks, and knowing how to respond to an incident. Like SMSTS, it's assessed by exam and the certificate is valid for five years.

Site Manager vs Site Supervisor: Which Do You Need?

The short version: SMSTS is for people managing the site, SSSTS is for people supervising a team on it.

Choose SSSTS if you:

• Supervise a small team or a specific work area, rather than the whole site
• Are a foreman, team leader or first-line supervisor
• Are moving into a supervisory role for the first time

Choose SMSTS if you:

• Manage the site as a whole, or coordinate multiple teams or trades
• Are a site manager, project manager, site agent, or senior supervisor with broader responsibility
• Need the fuller legislative and management grounding that principal contractors expect from site leadership

If you're not sure which level your role sits at, CITB itself recommends SSSTS as the starting point for anyone without prior health and safety management experience, with SMSTS as the next step up once responsibility grows.

The SSSTS course focuses on the legal responsibilities and practical skills a supervisor needs day to day: understanding relevant legislation, identifying hazards, running toolbox talks, and communicating safety requirements to the workforce.

The SMSTS course goes considerably further, covering full CDM compliance, site-wide risk management, occupational health and welfare, behavioural safety, and the leadership skills needed to run a compliant site across multiple teams and trades.

Both courses are part of CITB's Site Safety Plus scheme, and both lead to a certificate rather than a physical card.
